Government Criminals

There are two types of disaster declarations provided for in the Stafford Act: Emergency Declarations and Major Disaster Declarations. Both Declaration types authorize the President to provide Supplemental Federal Disaster Assistance. The two different types of Declarations scope the amount of assistance difference. Cities and states quick to claim a disaster during a storm the media dramatically exaggerates to get Federal Welfare, that only half is ever applied to it’s true purpose. The other half goes to personal agendas, favors, and bank accounts.

An Everyday example of these Government Criminals is, recently Mississippi Governor Phil Bryant, retired-NFL star Brett Favre, and nonprofit leader Nancy New all coordinated and stole Millions in welfare money from poor families in need, to finance an $8-million volleyball stadium. Her nonprofit also directed $1.1 million to Favre for motivational speeches he never delivered. Everyone just living their best life, during the same time that black folks in the predominately black city of Jackson, Mississippi (the real Israelites) are without drinking water for months due to flooding from storms back in late August of 2022.

The FEMA money that Jackson, Mississippi received from the Government for Mississippi’s disaster relief should have been used to fix the infrastructure of Jackson Mississippi’s old rusted out pipes that drinking water becomes contaminated from, but the Mississippi Governor was just going the corrupt way of the Government Criminals as his Edomite brothers and sisters. The infrastructure that Joe Biden platformed his presidential Campaign was only a smoke screen that not even one pipe or bridge has been replaced, and he knows that all the“New Infrastructure” money went to serve and help everyone but the common people in need.

The President can declare an emergency for any occasion or instance when the President determines federal assistance is needed. Emergency declarations supplement States efforts in providing emergency services, such as the protection of lives, property, public health, and safety, or to lessen or avert the threat of a catastrophe in any part of the United States. The total amount of assistance provided for in a single emergency may not exceed $5 million. The President shall report to Congress if this amount is exceeded.

The Governor of the affected State must submit a request to the President, through the appropriate Regional Administrator, within 30 days of the occurrence of the incident. The request must be based upon a finding that the situation is beyond the capability of the State and affected local governments or Indian tribal government and that supplemental federal emergency assistance is necessary to save lives and protect property, public health and safety, or to lessen or avert the threat of a disaster.

A Governor or Tribal Chief Executive may request an emergency declaration in advance or anticipation of the imminent impact of an incident that threatens such destruction as could result in a major disaster. The Governor of the affected State must submit the request to the President through the appropriate Regional Administrator within 30 days of the occurrence of the incident. The request must based upon a finding that the situation is beyond the capability of the State and affected local governments or Indian tribal government and that supplemental federal assistance is necessary. Assistance to State, Tribal, and local governments and certain private nonprofit organizations for emergency work and the repair or replacement of disaster-damaged facilities, which may include the following Categories: 1. - Debris removal 2. - Emergency protective measures 3. – Roads and bridges 4. – Water control facilities 5. – Buildings and equipment 6. – Utilities 7. – Parks, recreational and other facilities Hazard Mitigation Assistance – Assistance to State, Tribal, and local governments and certain private nonprofit organizations for actions taken to prevent or reduce long term risk to life and property from natural hazards. FEMA's own analyses show that low-income survivors are less likely than more affluent people to get crucial federal emergency assistance, according to internal documents NPR obtained through a public records request. This country of Amerikkka in not designed to help or serve so-called Black folks, Hispanics, or Native Americans former slaves, the real Israelites. FEMA analyzed 4.8 million aid registrations submitted by disaster survivors between 2014 and 2018 and compared applicants' income. The findings include: 1. The poorest renters were 23% less likely than higher-income renters to get housing help. 2. The poorest homeowners received about half as much to rebuild their homes compared with higher-income homeowners — disparities that researchers say cannot be explained by relative repair costs. 3. FEMA was about twice as likely to deny housing assistance to lower-income disaster survivors because the agency judged the damage to their home to be "insufficient." 4. FEMA has not analyzed whether there are racial disparities in who receives money after disasters despite a growing body of research showing that people of color are also less likely to receive adequate disaster assistance.
